The =inner Imperial Palace is not open to the public accept on New Year's Day and the Emporer's Birthday (February 23) and you will visit with a million or so others. Private tours can be arranged in English--use the link below.Note the East Gardeens are open to the public entry is free.
Be at the Kikyomon Gate (closest to Tokyo Station) at least fifteen minutes before the tour time. You will be asked line up and wait patiently and then excactly on toiime you will be checked and badged .
